Morrison County Portal Case Study
Background & Saturn Relationship


A visionary initiative has been developed by several Minnesota counties to provide an Internet based system that connects constituents, employees and partners to information, people and process in real-time. Saturn Systems has been working with Morrison County, Minnesota since October 2005 to redevelop their county website based around the concept of constituent "personalization". 

Saturn was contracted with Morrison County to redevelop its website and offer a personalized experience to its constituents. The project objective for the Morrison County Website Update project is to remove the barriers that impede the delivery of pertinent information to the citizens of Morrison County, and develop a modern, database driven website that accomplishes this goal.  

Morrison IntellE-Search

IntellE-Search

Although similar in some ways to the website for Stearns County, the Morrison site is primarily focused on changing the manner in which constituents receive information from the County. As such, Morrison has designed an innovative, intelligent searching capability ("IntellE-Search") which is the centerpiece of the web experience. This paradigm allow the user to specify exactly what he is looking for, rather than having to work within the framework of the website's design.

The IntellE-Search feature allows the user to construct questions, either free-form or in a hierarchical 3 step process.  All the question fragments are maintained in a question database, the answers to which contain clickable links to pages of interest.

Personalization

The Morrison site offers limited user personalization, where logged in users can retain a list of their "HotSpots" (preferred links), sorted by either click frequency or most recently accessed pages. Personalization accounts are maintained in a SQL Server database by common user information. (i.e. user name, password authentication, standard techniques for activating accounts and handling lost passwords). Because of this design, Morrison County will have the opportunity to easily expand its use of personalization to include tax information, GIS data, and more in the future.
